Principal:William E. Mounts, Esq., previously served as the Director, International and Commercial Systems Acquisition, Office of the Secretary of Defense (1993-2001).In this position he was responsible for directing the development of new and innovative legislative and regulatory reform approaches concerning international systems acquisition, armaments cooperation, the acquisition of commercial items or components, and the use of commercial practices within the Department of Defense.In functioning as the Secretary of Defense's commercial advocate, Mr. Mounts negotiated successfully with Congress, on behalf of the Administration, for the commercial contracting provisions contained in the Federal Acquisition Streamlining Act of 1994 and the Federal Acquisition Reform Act of 1996, and continued to oversee the Department's Commercial Advocates Forum.In 1999, Mr. Mounts chaired the Sec. 912 Study on “Commercial Business Environment: Accelerating Change through Enterprise Teaming” and as a result of these efforts, was designated to found and lead the DoD Change Management Center.
Prior to this Presidential Senior Executive Service appointment, Mr. Mounts served with the Section 800 Acquisition Law Advisory Panel (Task Force), which rendered an eight volume "Report on Streamlining Defense Acquisition Laws" to the U.S. Congress in January 1993.While previously serving on active duty with the U.S. Navy Judge Advocate General Corps, Mr. Mounts acted as Principal Legal Advisor, International Programs, to the Assistant Secretary of the Navy for Research, Engineering, and Systems, as Navy Representative to the NAT0 Group on Acquisition Practices (AC/313), and as a designated Weapons System Acquisition Manager.During his career in the private sector, Mr. Mounts has been a businessman and attorney, and has lectured at various universities and institutions including the Defense Systems Management College. In addition to his Bachelors degree in Business Administration and Juris Doctor from the University of Missouri - Kansas City, Mr. Mounts also received his Master of Laws degree from the University of Washington.
